The best early child development outcomes are achieved as a result of comprehensive, integrated programs that combine nurturing, care, nutrition, and stimulation. Such assistance and support needs to begin in pregnancy and continue through the early years to primary school. The most effective programs are those that combine a child focused approach with support and opportunities for parents, caregivers and families.

The establishment of Child and Family Centres recognises:

  • The importance of early years experience for children and the key role played by parents in this development
  • Current service models are not sufficiently flexible to meet the changing needs of children and families
  • The positive experiences of integrated centres established in other States and internationally

The philosophy of the centres is to:

  • Provide universal, easily accessible services and information to families of young children
  • Promote the optimal health, development and well being of young children and their families
  • Support and work collaboratively with children, their parents, and communities
  • Operate within an early childhood development framework
  • Recognise and support parents as their child's first teacher
  • Prepare children and their families for a healthy life and success at school
  • Be adaptable and respond to changing needs
