Selection Panel Membership

Selection panels in the Department of Education, Tasmania should consist of people who collectively possess the following qualities:

  • a detailed knowledge of the work area and/or experience of working in a similar role;
  • the capacity to bring alternative points of view to the selection panel;
  • training in selection and knowledge of the selection process; and
  • the capacity to maintain the confidentiality of the process.

The majority of the selection panel must be State Service employees who are classified at least at the same level as the vacancy.  One member of the panel must be of a higher classification level than the vacancy.

If a panel member becomes aware of a possible conflict of interest the panel convenor should be advised. The panel member may need to consider standing aside to ensure that the selection process is not seen to have been compromised.

It is recommended that prior to shortlisting all members of the panel reveal any relationships that they may have or have had with any of the applicants outside the association that they have through their employment.

For permanent Principal positions the selection panel must include a representative of the school's parent community. Where a school council is in operation, the council will be asked to nominate one of its members to participate on the selection panel. This representative may be a departmental employee, provided they do not work at the school concerned. In exceptional circumstances, for example permanent Principal positions in schools in isolated areas, the Director (Human Resources Management) may approve an employee from the school being the school council's representative on a selection panel.

Selection panels convened to make selections for Aboriginal identified or tagged vacancies (eg. Aboriginal Education Officers) should contact the Tasmanian Aboriginal Education Association on (03) 6233 7770 for a selection panel representative.

Selection panels may include an Executive Officer to assist with the administrative management of the process. The role of the Executive Officer might include such things as co-ordinating panel meetings, notifying shortlisted and non-shortlisted applicants, obtaining information from referees and taking notes for the selection panel.

If during the selection process one of the selection panel members is unable to continue, for example due to sudden illness, it is appropriate for that selection panel member to be replaced with another person who undertakes the role from that stage of the selection process. This information should be included in the selection report.

One member of the selection panel will be nominated as the selection panel convenor. This person will carry overall responsibility for the selection process and will be the Department's representative in the event of an application for a review of the selection.

Employee Representatives on Selection Panels

Selection panels for permanent teaching service positions above base-grade level in the Department of Education, Tasmania must include an approved employee representative.

Please refer to the delegations for the authorities relating to the Nomination of Employee Representatives on Teaching Service position panels and promotable Teaching Service positions.

Permanent employees of the Department who are covered by the Teaching Service (Tasmanian Public Sector) Award may nominate as an employee representative. Employees wishing to be an employee representative must complete the Employee Representative on Selection Panels Form.

Approved employee representatives must have undertaken training on the roles and responsibilities of selection panel membership.
