After considering all the evidence obtained during the selection process, the selection panel must make a decision about the relative merit of each applicant for the position. State Service Commissioner's Direction No. 1 makes the following notes on merit:
A decision relating to appointment or promotion is based on merit if:
- an assessment is made of the relative suitability of the candidates for the duties; and
- the assessment is based on the relationship between the candidates' work-related qualities and the work-related qualities genuinely required for the duties; and
- the assessment focuses on the relative capacity of the candidates to achieve outcomes related to the duties; and
- the assessment is the primary consideration in making the decision.
The decision to recommend an applicant for appointment to the Department of Education, Tasmania by the selection panel should be reached by consensus, but does not need to be unanimous. The recommendation will be contained within a written selection report. A selection panel member may dissent from the decision of the panel. The reasons for their dissention should be noted in the selection report or in a separate “minority report”.
Although the selection panel is not compelled to make a recommendation, a full selection report must still be submitted to the Director (Human Resources Management) for approval.

Commencement Salary
(December 2003)
The successful applicant will normally be placed on the bottom rung of the classification scale for the position. If the selection panel considers that there are exceptional circumstances warranting appointment at a salary higher than the bottom rung of the classification a recommendation to that effect must be made in the selection panel’s report. Acceptance of the recommendation will be subject to award provisions and conditions.
