Learner at the Centre is the Government's comprehensive plan to improve the outcomes for learners at every stage of development and throughout their lives, to that more:
  • Early years children are ready to start school;
  • Primary school children have sound literacy and numeracy skills;
  • Secondary school students leave high school with a plan and the ability to do it;
  • Young people attain a post-school qualification to start their career;
  • Adults develop their work skills to be innovative and productive employees;
  • Community members learn and enrich themselves and our society.

The Premier and Minister for Education and Skills, David Bartlett MP, released the plan in June 2009.
